PRESS RELEASE, FOR IMMEDIATE RELEASE: November 4, 2015

Released by: Sgt. Daron Wyatt  Contact: (714) 497-5633

Anaheim Police Department is Awarded California Office of Traffic Safety Grant

The Anaheim Police Department has been awarded a $385,180 grant from the California Office of Traffic Safety (OTS) for a year-long program of special enforcement and public awareness efforts to prevent traffic related deaths and injuries. The Anaheim Police Department will use the funding as part of the City’s ongoing commitment to motorist and pedestrian safety through a combination of enforcement and education.

After falling dramatically between 2006 and 2010, the number of collision related fatalities has been slowly rising across California. Particularly alarming are recent increases in pedestrian and bicycle fatalities, the growing dangers of distracted driving, and the emergence of drug-impaired driving as a major problem.

“Overall, California’s roadways are among the safest in the nation,” said OTS Director Rhonda Craft. “But to meet future mobility, safety, and accessible transportation objectives, we have to reverse this recent trend in order to reach our common goal – zero deaths on our roadways. The Office of Traffic Safety and the Anaheim Police Department want to work with everyone to create a culture of traffic safety across Anaheim and the state.”

Activities that the grant will fund include:

  • Educational presentations
  • DUI checkpoints
  • DUI saturation patrols
  • Motorcycle safety enforcement
  • Distracted driving enforcement
  • Seat belt and child safety seat enforcement
  • Bicycle and pedestrian safety enforcement
  • Speed, red light, and stop sign enforcement
  • Warrant service operations targeting multiple DUI offenders
  • Compilation of DUI “Hot Sheets,” identifying worst-of-the-worst DUI offenders
  • Specialized DUI and drugged driving training such as Standardized Field Sobriety Testing (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE), and Drug Recognition Evaluator (DRE)

Funding for this program is from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Investigators Seeking Public’s Assistance Identifying Suspect in Fatality Hit & Run Traffic Collision

STANTON, Calif. – (November 6, 2015) – On Thursday, November 5, 2015 at approximately 10:45 p.m., Orange County Sheriff’s deputies responded to reports of a vehicle versus pedestrian traffic collision in the northbound lanes of Beach Boulevard, south of Orangewood Avenue.

Deputies arrived and discovered the victim, William Soane Ye, 62, Anaheim, lying in the roadway suffering from significant traumatic injuries. Deputies immediately began lifesaving measures until Orange County Fire Authority paramedics arrived and pronounced the victim dead.

Based on the preliminary investigation, it appears Ye was struck by a vehicle travelling in the northbound lanes of Beach Boulevard. Due to the lack of witnesses to the collision, investigators do not have additional details but signals and/or crosswalks do not appear to be factors as the collision occurred mid-block.

Numerous car parts from the suspect vehicle were located and collected from the scene; however, traffic investigators have yet to determine the vehicle make or model. Investigators believe the suspect vehicle has front end damage to include the headlamps.

The Orange County Sheriff’s Department’s Major Accident Reconstruction Team is handling the investigation.

Parole of a convict who killed an Anaheim woman and crippled her husband opposed by the OCDA

ORANGE COUNTY DISTRICT ATTORNEY PRESS RELEASE

Date: November 18, 2015

OCDA TO OPPOSE PAROLE OF WOMAN CONVICTED OF 1988 SPECIAL CIRCUMSTANCES ROBBERY-MURDER OF WOMAN AND PERMANENTLY INJURING VICTIM’S HUSBAND

SANTA ANA, Calif. – The Orange County District Attorney’s Office (OCDA) is opposing the parole of an inmate convicted of the special circumstances shooting murder of a woman and permanently injuring the victim’s husband during a robbery. Nanette Marie Scheid, 54, is currently being held at the California Institute for Women in Corona. Scheid was convicted on Jan. 28, 1991, of one felony count of first degree murder, two felony counts of first degree robbery, and one felony count of attempted robbery, and sentenced to 25 years to life in state prison.

In 1993, the Court of Appeal granted a new trial for Scheid, on the basis that she should have been tried separately from her co-defendants. Scheid was again found guilty on retrial by a second jury on Sept. 20, 1994. A second appeal was granted in 1996 on the ground that the trial court had improperly permitted the prosecution to introduce an irrelevant and prejudicial piece of evidence — a single crime scene photograph. The Supreme Court of California reversed the Court of Appeal ruling and upheld Scheid’s conviction on Jul. 17, 1997, finding that the admission of the evidence was proper. Scheid is scheduled for a parole hearing tomorrow, Nov. 19, 2015, at 1:00 p.m. at the prison before the Board of Parole Hearings (Panel), California Department of Corrections and Rehabilitation. This case was originally prosecuted by then Senior Deputy District Attorney Bryan Brown.

Deputy District Attorney Heidi Garrel will be attending the hearing at the prison to oppose Scheid’s parole.

Robert Clarence Taylor

Robert Clarence Taylor

Murder of Ryoko Hanano

During the summer of 1988, Ryoko Hanano, then 60-years-old, and her husband Kazumi Hanano, then 62-years-old, advertised their 1984 Corvette for sale. In early July, Scheid contacted Mr. Hanano by telephone to inquire about the car and called again on July 10, 1988, to obtain directions to his home. Later that day, Scheid appeared at the Hananos’ residence in Anaheim. Scheid informed Mr. Hanano that her boyfriend, Robert Clarence Taylor, had received an insurance settlement and planned to use the proceeds to purchase her a Corvette. After test driving the car, Scheid promised to return with her boyfriend.

At approximately 8:15 p.m. on July 10, Scheid returned to the Hananos’ home with Taylor and his friend, Norman James DeWitt. Scheid carried a briefcase into the home and waited with DeWitt and the victim while Taylor went on a test drive with Kazumi Hanano. When they returned from the test drive, Taylor and Kazumi Hanano negotiated the sale of the vehicle for $1,500. As Mr. Hanano signed the pink slip, Scheid left the residence.

Shortly after Scheid left the Hananos’ home, Taylor produced two firearms from the briefcase and gave one to DeWitt, who also had a set of handcuffs. The defendants forced the couple into their bedroom, where they were made to kneel by the bed, and handcuffed on the floor. After closing the bedroom window and shoving the couples’ heads between the mattress and box spring, Taylor shot Ryoko and Kazumi Hanano multiple times. Ryoko Hanano was killed and Kazumi Hanano was paralyzed from the chest down. Taylor and DeWitt took Mr. Hanano’s wallet and left in the Corvette.

The couple was discovered several hours later by their then 19-year-old-son, who found them kneeling by the bed where they had been shot.

Lack of Insight and Threat to Public Safety

Since her incarceration, Scheid has continued to deny her involvement in the crime. Scheid continues to claim that her criminal activity was a result of engaging in drug use and involvement in abusive relationships. Scheid has characterized herself as an “innocent victim” who had been used unknowingly by her co-defendants. The inmate has consistently minimized or denied her role in the crime, although admitting partial responsibility before her parole hearing in 2009. However, Scheid still only admits to being the facilitator, showing a refusal to accept responsibility for the full extent of her actions. Her partial admission as well as the questionable timing of the admission is doubtful.

While in custody Scheid has accumulated multiple prison rule violations, and her response to the violations was to deny involvement or blame others, which demonstrates conduct similar to her excuses at the time of the crime and during other violations while in custody. Her inability to abide by the rules and her continued poor judgment casts serious doubt on her ability to follow conditions of her parole if she were to be released.

ORANGE COUNTY DISTRICT ATTORNEY PRESS RELEASE

Case # 14NF2382

Date: November 19, 2015

MAN CONVICTED OF SHOOTING-MURDER OF FRIEND AS VICTIM SAT IN HIS CAR IN BUENA PARK

SANTA ANA, Calif. – A man was convicted yesterday of the shooting murder of his friend as the victim sat in his car in Buena Park. Jonathan Peterson, 35, Buena Park, was found guilty by a jury yesterday, Nov. 18, 2015, of one felony count of first degree murder, and a sentencing enhancement for the personal discharge of a firearm was found to be true. Peterson faces a maximum sentence of 52 years to life in state prison. The court will hear a bifurcated trial on the defendant’s prior prison convictions for possession of a controlled substance and active participant in a criminal street gang carrying a loaded firearm in public in 2004 in Orange County and domestic violence in 2010 in Los Angeles County at his sentencing scheduled for Feb. 5, 2016, at 9:00 a.m. in Department C-28, Central Justice Center, Santa Ana.

Co-defendant Jihad Qahir Nasir Jones, 31, Anaheim, pleaded guilty Tuesday, Nov. 17, 2015, to one felony count of being an accessory after the fact with sentencing enhancements for prior strike convictions for robbery and two state prison convictions for street terrorism and possession of a firearm by a felon in 2007 and corporal injury on a spouse or cohabitant in 2012, both in Orange County. Jones was sentenced to two years and eight months in state prison.

On May 25, 2014, in the early morning hours, Peterson got into a verbal argument with the victim, 25-year-old Antwan Jones, at a residence in Buena Park. After a brief fist fight with the victim outside of the residence, Peterson walked into his residence and retrieved a firearm from a closet. The defendant’s girlfriend saw Peterson retrieve the firearm and attempted to prevent the defendant from returning outside. Peterson exited the apartment and walked to a nearby car that Antwann Jones was sitting in. Peterson shot the victim at least two times, striking Antwan Jones in the chest. The victim died a short time later from his injuries. Peterson then got into Jihad Jones’ BMW sedan and the defendants drove away from the scene.

Witnesses near the scene called 911 and reported the shooting to the Buena Park Police Department, who investigated this case. An eyewitness identified Peterson as having gone inside an apartment and returning with a gun.

Senior Deputy District Attorney Steve McGreevy of the Homicide Unit is prosecuting this case.
